Business Rules Analyst with SBVR, RuleSpeak, fact/concept models, QA, business modeling and medicaid/mmis/healthcare experience

- As part of the second round of interviews (for candidates getting that far), we will likely give the candidate a commonplace scenario and ask him/her to model the scenario and develop business rules (under a time constraint). Candidates unable to perform these skills adequately will not be considered further.
- Experience in healthcare insurance, particularly Medicaid is useful; however, knowledge of business rules is more important.
The Replacement MMIS project is among the most complex IT projects taken on by the State’s Department. This project is a multi-year effort to replace many of the State’s aging Medicaid systems with modern technologies and supporting business operations. The Member Management project will replace the State’s Medicaid Eligibility Determination System (MEDS) as well as expand system capabilities to manage other aspects of Medicaid members’ support needs. This system will interface with the Federally-facilitate health insurance exchange.
OBJECTIVES TO BE FULFILLED BY CANDIDATE:
The principal duties of this position are to develop and maintain business rules along with associated artifacts such as requirements and models.
Specific duties include, but are not limited to:
- Develop fact models (concept models) and business rules via interviews, translation of governing documents and other means.
- Serve as team expert on business rules and related topics.
- Assist other team members in performing business rules, requirements, and modeling duties.
- Perform quality assurance and quality control functions on business rules, requirements, and models.
- Maintain business rules, requirements, and models in a repository.
- Assist in establishing and performing governance processes for business-related artifacts.
- Other project-related duties.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
- 7+ years experience in IT projects as a business analyst or related duties
- 3+ years experience eliciting, mining, and documenting business rules
- Strong knowledge of formal business rules methodologies
- Strong understanding of business modeling techniques
- Ability to effectively communicate to executive management, line management, project management, and team members.
- Experience and ability to obtain business rules and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents.
- Superb written and oral communications skills, including the ability to give presentations to executive management. Strong proficiency in English is required
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
- Knowledge of the Semantics of Business Vocabulary and Rules (SBVR) specification
- Knowledge of the RuleSpeak business rules nomenclature
- General Medicaid or other healthcare insurance experience (project or operations)
- MMIS experience (project or operations)
- Medicaid eligibility experience (project or operations)
REQUIRED EDUCATION:
Bachelor’s degree in a technical, business, or healthcare field.
