The Department of Health and Human Services (DHHS) is seeking to fill a short term (approx. 12 month) contractor for the Division of Medical Assistance (DMA) to provide Project Management Services. The selected candidate must be a results-oriented individual with a very strong work ethic and must be able to demonstrate excellent IT Project Management, negotiation, communication, and problem-solving skills. This position will be responsible for working with both the vendor project manager and IT personnel to execute project requirements, manage stakeholder expectations, and will assume a lead project management role for the Medicaid Smartcard implementation project.
The Medicaid Smartcard project team will focus on the implementation of a vendor solution package which will affect three DHHS divisions (Medical Assistance, Information Resource Management, and the Office of Medicaid Management Information Systems).
Expectations/Responsibilities Include but are not limited to:
• Assist with the development of the Request for Proposal (RFP)
• Serve on the Proposal Evaluation Team
• Producing the project management deliverable
• Communications to project stakeholders
• Perform project administration functions
Management of the following on a day to day basis:
• Activities for the project as well as all input to the State Project Portfolio Management (PPM) tool
• Project risks, cost, and scheduling
• Quality as required by State and NC DHHS
Knowledge, Skills, and Abilities Requirements:
• Minimum (5) years of project management experience, large-scale, complex IT implementation initiatives.
• Proven track record of delivering IT projects within budget, scope, and schedule.
• Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability.
• Hands on experience managing project risk, cost, schedule, quality, testing, and communications.
• Demonstrated Project Management experience on system deployments with multiple clients.
• In-dept knowledge of industry best practice project management and SDLC methodologies.
• Strong supervision, organizational, interpersonal, and time management skills.
• Demonstrated experience in procurement solicitation document development (RFPs) and vendor proposal evaluations.
• Demonstrated presentation and training skills.
• Demonstrated oral and written communication skills.
• Solid work experience with project management tools (Microsoft project).
• Demonstrated technical architecture/infrastructure knowledge and experience, including experience with multiple hardware platforms and operating systems.
• Bachelor’s degree in Information Technology, Computer Science, or Computer Engineering.
Preferred:
• PMI certification Project Management Professional (PMP)
• Demonstrated technical expertise with client server applications.
• Experience with State Government IT initiatives.
• Experience implementing vendor packages.
• Medicaid, Smart Card, and Health Insurance experience.
