The NC Department of Transportation (NCDOT) Information Technology unit is seeking to fill a short term (approx. 12 month) contractor to fill the role of DOT-CM and ECM Technical Architect to develop an enterprise reference architecture, enterprise road map for the NCDOT Enterprise Content Management (ECM) project. The selected candidate will be responsible for the Architecture of the DOT CM system. 

The purpose of the project is to design and implement an enterprise-wide DOT Content Management system. 

1) Improve efficiency in management of documentation (develop, collaborate, review, approve, store, archive, secure, retrieve). 

2) Enable the flexible creation of work flows to route documents through internal and external collaboration and approval processes.

3) Improve internal and external collaboration with the public, industry partners and stakeholders.

4) Improve workflow process, i.e., the creation, sharing, and storage of key business documents.

5) Streamline the document management, electronic records management, content management, and various related DOT processes to maximize NCDOT resources. 

6) Unite various ad-hoc document management tools into one comprehensive & integrated system.

7) Integration of Open-Text and SharePoint into the solution.

8) Provide a consistent architectural direction for DOT CM as well as ensure enhancements and expansion of DOT CM does not negatively impact existing business users. 

Duties and responsibilities for this position include:

• Requirements Gathering

• System design to include analysis, design and configuration and deployment of the necessary hardware and software components to support both the enterprise document management platform.

• Maintaining and updating the Enterprise Reference Architecture for the DOT CM System

• Development and Documentation of a Repeatable Service Pattern for Future Deployments of DOT CM based projects

 

Required:

• Minimum of seven (7) years of experience in designing , developing and deploying Content Management solutions for enterprise level e-business applications based on OpenText , Microsoft SharePoint (SharePoint Server 2010 experience is preferred), and .Net 3.5/4.0

• Demonstrated analytical and problem solving skills using knowledge, experience and understanding of basic architecture and integration concepts. 

• Demonstrated experience creating technical application and system design documents.

• Demonstrated experience working with IT organizations, Business units and senior level managers in the implementation of a content management solution.

• Excellent verbal and written skills with a strong work ethic
