Business Analyst/Test Lead with MS Office ang government experience
Location: Olympia, WA (in person interview at candidate cost)

With support from the WINS Project Manager, the WINS Business Analyst/Test Lead will develop test plans, processes, and reports to ensure the new WINS will provide the business functionality and capabilities as stated in OSPI’s requirements. The Business/Analysis Test Lead is responsible for leading OSPI business stakeholders in the development of functional business test cases, execution of tests, documentation of test results, and presenting test reports and test metrics to project management and business stakeholders. OSPI expects to use the Microsoft Office Suite to support all test activity.
Specific responsibilities will include:
• Review project requirements and work collaboratively with project leadership to develop test objectives and strategies of the new business functionality and capabilities.
• Working with the Project Manager, develop the OPSI test approach and create the OSPI Test Plan and the OSPI User Acceptance Test Plan.
• Lead OSPI testing of the new system business functionality and capabilities.
• Design tests.
• Maintain and track requirements traceability throughout the test process.
• Review Test Plan samples from other projects; revise, review, and obtain approval with project leadership and key stakeholders.
• Write business Test Cases and Test Steps.
• Review test plans (including Test Cases and Steps) with business stakeholders and obtain buy-off and commitment.
• Run tests and collect evidence.
• Support business stakeholder execution of tests and collect evidence.
• Manage processes for testing, defect identification and resolution of business functionality and capability testing.
• Work with project management to determine defect resolution pathways.
• Work with vendor personnel to resolve defects, facilitate build/promotion decisions.
• Prepare test results deliverables, demonstrate tests as requested, and obtain deliverable acceptance.
• Participate in the future refinement of business functionality and capability design documentation. Ensure design specifications meet specified business requirements.

Describe the proposed candidate’s approach, methodology, and strategy to lead business stakeholders through the development and execution of business functionality and capability test scenarios and test cases.
Desirable Qualifications
Excellent communication skills, with the demonstrated ability to work in a team environment and facilitate communication amongst its members.
Experience with state government business applications and non-technical business users.
Business Analysis Certification – Provide status/issuer/date
Test Manager Certification – Provide status/issuer/date
