Data Architect with Actuate, Active Directory (MSAD), Java, Security and academic/government experience

Comments: This will be a part-time assignment budgeted for 20 hours over a two month period in which to complete the work. Due to the compressed schedule the selected candidate must have knowledge of the South Carolina Department of Education's Active Directory structure and single sign-on identity management applications. The candidate must also have experience with Actuate and Actuate API programming. The work may be performed remotely. Regular conference calls will be used to report progress and assess work to be performed.
A Data Architect will be provided to assist the South Carolina Department of Education’s (SDE) Application Development staff with modifications to APIs and security role and group assignment for the agency’s web single sign-on applications and Active Directory. Revisions to code and data structures are required to update changes originally made during Spring 2012. A review of the changes is to be conducted to identify code that should be changed.
Deliverables By Contractor:
1. Review and modify the API linking agency single sign-on application to Actuate.
2. Make revisions required to allow district and school users access to Reporting Manager and any reporting applications initiated from within Reporting Manager or any applications that link to Reporting Manager. This will include PCS, Dropout, UMIRS, SNACS.
3. Correct school-level access to the Data Reporting and Quality (DQR) application. School-level staff should be able to DQR to view reports specifically for the school associcated with the user id and role passed to DQR.
4. Review the web service to insure compatibility with all existing applications made available through the SCDE Member Center.
5. Parent/Child role and group relationships for DQR and Reporting Manager should be reviewed and modifications made to insure that user identity information passed from Member Center is properly processed.

6. The work may be performed remotely.
Job Description: Responsible for the overall design of the enterprisewide data/information architecture, which maps to the enterprise architecture and balances the need for access against security and performance requirements. Knowledgeable in most aspects of designing and constructing data architectures, operational data stores, and data marts. Focuses on enterprisewide data modeling and database design. Defines data/information architecture standards, policies and procedures for the organization, structure, attributes and nomenclature of data elements, and applies accepted data content standards to technology projects. Facilitates consistent business analysis, data acquisition and access analysis and design, Database Management Systems optimization, archiving and recovery strategy, load strategy design and implementation, security and change management at the enterprise level.
