Integrally involved in the development, delivery and support of all BI Tool Reporting and Dashboards. Works closely with the client to define the reporting and dashboard design and user interface based on customer needs and objectives. Participates in all phases of the development and implementation process. Ensures the utilization of the Cognos BI Tool studio components and all other supporting systems while interfacing with all associated middleware and relational databases. Be knowledgeable of best-practices for utilizing Cognos BI Tool studio components including Business Insight and building required reports and dashboards. Responsible for developing client-side scripting and server-side application code. This is an individual contributor role without human resource management responsibilities (e.g., hiring, performance management).

SCOPE OF THE PROJECT: 
South Carolina seeks an expert Business Intelligence (BI)/COGNOS Developer for implementing a Business Intelligence (BI) solution based on Cognos for medium to complex projects.
Under limited supervision, this full-time position assists with fulfilling the requirements and tasks to meet the outcomes in the Statewide Longitudinal Data System (SLDS) Grant as specified for the Commission on Higher Education (client). These tasks include: 1) Enhance the current data system at client to be able to provide timely access to data through custom reports, dashboards and queries designed for a wide range of stakeholders; 2) Work on behalf of the institutions to engage the services of the National Student Clearinghouse to provide a statewide contract that allows access to student tracking for higher education institutions in South Carolina, as well as client; 3) Engage the Department of Employment and Workforce to provide a method of tracking students from higher education into the workforce; 4) Expand the existing electronic transcript (e-Transcript) solution to develop the ability to send electronic transcripts between and among higher education institutions in South Carolina; and 5) Work collaboratively with the South Carolina Department of Education (SCDE) to meet their overall outcomes as defined in the SLDS grant. The grant end date is June 30, 2013. 

Specific responsibilities relative include: 
Building scorecards, reports, cubes, dashboards, portlets, etc. using the various Cognos studio components;
Build real time monitoring capabilities across key metrics;
Mentoring the SC client reporting team in the design, build and maintenance of an advanced reporting system and solution that provides growth using the Cognos BI solution and upon completion of assignment, client reporting team will be able to assume responsibility for Cognos;
Working with client staff to develop a training plan for Business Insight Advanced Users; and
Participate in exploratory sessions with the client project team to identify potential current and future Cognos usage concerning data dissemination via developed reports and dashboards along with associated access and security needs.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): The Business Intelligence (BI)/COGNOS Developer must be highly experienced in all aspects of Cognos, to include: Analysis Studio, Query Studio, Metric Studio, Event Studio, Cognos Business Insight, Cognos Real Time Monitoring, Cognos Mash Up, Cognos Mobile, and Cognos Administration. Candidate must work with and support end users of all associated organizations and functional areas. Mentoring and training of the client will also be part of this effort.

Strong practical knowledge of COGNOS Business Insight is a requirement.
Minimum of 6 years’ experience with business intelligence (Cognos) and relational databases. Must have a thorough understanding of the Software Development Life Cycle
Can conform to shifting priorities, demands, and timelines through analytical, development and problem-solving capabilities 
Strong analytical, decision making/problem solving and critical thinking skills
Articulates relevant information and directions in an organized and concise manner
Ability to document requirements and specifications in a clear and concise manner
Experience with change control management
Effective facilitation and interpersonal skills

The candidate must have 4-6 years of experience with all phases of a project life cycle using tools such as Microsoft Office Suite and Visio; implementing and utilizing Business Intelligence solutions such as Cognos. Strong written and verbal communication skills are essential ensuring the creation and implementation of requirements and scope documentation, data mapping, design documentation and Quality Assurance Test Plans and Matrices. 

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): 
Experience with involvement in business requirements gathering sessions, utilizing the IBM iSeries (DB2) platform would be beneficial.
Knowledge and understanding of higher education in South Carolina and the Commission on Higher Education’s mission, programs and objectives is helpful along with understanding the federal guidelines for Family Education Rights and Privacy Act (FERPA)

REQUIRED EDUCATION: Baclientlor’s Degree in Computer Science, Information Systems, or other related field, or equivalent work experience.
