The client is seeking a System Architect contractor for an approximately 10 month engagement on a new NCDOT project. The System Architect will be responsible for creating the overall application architecture, application component design, and systems integration and implementation. The selected candidate must be confident in developing requirements and design specifications for new and existing applications and possess experience in design, implementation & deployment of software applications in large government organizations. This candidate will serve as a leader in the integration of solutions and designing applications and will work closely with NCDOT’s Enterprise Architects in designing and integrating the overall solution.

Responsibilities:
Analyze, define, and document requirements for data, workflow, logical processes, hardware and operating system environment, interfaces with other systems, internal and external checks and controls, system inputs and outputs
Architecting solution options in accordance with State and NCDOT Enterprise Architecture and security standards.
Review the high-level application architecture options with business clients and other technical experts. 
Define and document the final application architecture 
Work with the developers to design the components/object/data structure of the application 
Coordinate new systems development to ensure it is consistent and well integrated with existing application systems and COTS solutions
Analyze and estimate feasibility and compatibility with hardware and other programs 
Interface with the Enterprise Architects and provide ongoing status 
Provide coordination and leadership for vendor project resources
Consult with clients to prototype, refine, test, and debug applications to meet needs 
Write and maintain documentation to describe software infrastructure and maintain changes and corrections 
Write documentation or review documentation written by others that describes implementation and operating procedures
 

Required:
Min. of 7 years Exp. in advanced technologies
Min. of 4 years Exp. architecting enterprise technical solutions 
Strong, demonstrated application design & development skills (object-oriented analysis and design techniques) 
.NET application design & development 
Microsoft SQL Server , Office 2010, & Sharepoint
Business/Consumer-facing web applications and Web Services 
Portal/web services design/development 
Experience working with external technology vendors
Project technical leadership capabilities, design & development oversight
Knowledgeable in all aspects of system integration
Basic understanding of network systems and hardware
Solid written, oral communications & presentation skills

Preferred Experience/Skills/Abilities:
Large government technology solution projects
Architecting solutions in accordance with State and/or NC DOT Enterprise Architecture, security, and project management standards and methodologies
Integration and implementation of complex technology solutions
Strong application, information, and integration architecture skills 
Comprehensive IT analytical skills and strong problem-solving analytical skills 
Working knowledge of various multi-user, multi-tasking operating systems/platforms (Unix, Windows) 
Effectively adapt to rapidly changing technology and apply it to business needs 
Establish and maintain a high level of customer confidence
Develop technical design specifications according to development standards. 
Strong analytical and conceptual skills
Create, advise solutions for various project needs 
Assess project needs, determine resource requirements, provide estimations to meet solution objectives
Comprehensive knowledge of various software dev. methodologies (including agile techniques) 
Integration and implementation of complex tech. solutions
