Mandatory Experience and Qualifications: 5 years experience in the following:
• Software Development experience with VB.NET and ASP.Net (3.5 and/or 4.0 preferred) for web applications
• Proficiency in Object Oriented Design and Architecture
• Senior level experience with MS SQL Server (SQL Server 2008/2008 R2 is a plus)
Desirable Experience in the following areas
• Using TFS for source control and incident management
• Software Development experience with C#.Net
Job Search Reviews (JSRs) are conducted in WorkSource offices by WorkSource staff. A claimant selected for JSR typically provides a log for a single week. Discrepancies in a log may result in a review of logs for all weeks of that claim. Potential issues are forwarded to adjudication staff in the UI claims centers for further action related to UI eligibility.
Submission of logs is currently a paper process – claimants submit these at WorkSource offices and they are reviewed at the time of submission by WorkSource staff assigned to JSR. Two key issues that have emerged with the process, including (1) limitations associated with paper - logs are submitted in paper form and transmitted ad hoc via fax or scanner; (2) UI claimants have to submit the logs in person and they are reviewed on the spot with no time for analysis.
ESD has completed mapping of existing Job Search review processes and embarked on a business process reengineering effort to develop more effective processes related to JSR. The documentation from this process mapping effort including screen prototypes and business rules for the JSL application. ESD seeks a revised process which both (1) allows claimants to more efficiently submit job search logs over the Internet and (2) allows ESD staff to review job search logs from a central, standardized repository.
ESD is increasingly conducting JSRs over the telephone. The department seeks an application to enable online submission of structured job search logs over the internet to be placed in a centralized repository for later analysis. The department expects to take calls over the telephone and have ESD staff enter job search log data into the same online application for later review.
