The State of Washington Department of Labor & Industries (L&I) is currently seeking one or more contractor staff to provide Senior – level (minimum 5 years experience each) Enterprise Content Management to perform the analysis, design, and programming needed to develop, test, & deploy a SOAbased (Service Oriented Architecture) custom configurable suite of Integrated Document Management (IDM) Enterprise Services and a business process framework to one pilot business program using the agency’s current standards and technologies for portal/web based user interfaces with SOA-based and IDM services and applications in the agency’s WADS (Web Application Development Service) environment using MS TFS (Team Foundation Server). Contractor staff will provide knowledge transfer to L&I IT technical maintenance staff through code review, code peer review for quality assurance, user acceptance testing, deployment, & formal turnover for ongoing maintenance support and future enhancements.
Required Skills and Experience
- Implementing imaging applications (scan, index, store, and retrieve) using prescribed software and platforms, including custom code using .Net or JAVA in an N-Tier and Service Oriented Architecture.
- FileNet Image Manager products, Including Image Services.
- Kofax Ascent Capture
- TIFF, document imaging & PDF software for .NET or JAVA development
Preferred Skills and Experience
- Integrating with XML and web services (including MQ Messaging).
- Implementing process applications (workflow) using prescribed Identify and Document Workflows for software and platforms.
- Integrating existing scanned images into prescribed software and databases.
- Participating in Technical Review meetings as required.
- Transferring knowledge program/technical staff.
- Developing, testing, and implementing enhancements.
- Developing functional test plans and conduct user interface testing.
- Participating in data analysis/design meetings with customers as required.

- Conducting Assessments/Requirements gathering to identify appropriate ECM solution.
- Developing and configure content templates for managing presentation types.
- Developing and configure data/content entry forms.
- Implementing object oriented applications where applicable.
- Providing hands-on training of all operational and technical processes used in developing Electronic Document Workflow Management System (EDWMS) applications.
- Developing user and technical documentation as required.
- Developing and measuring compliance with data retention, protection, privacy and archiving policies for electronic records (e.g. electronic documents, email and databases).
