Project Manager with healthcare/insurance/Medicaid, MMIS, MECT, MEDS and government experience

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
The EEMM Project Manager has four major attributes: project management skills, vendor management skills, people skills and domain knowledge in healthcare insurance or Medicaid.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Understanding of the Medicaid Enterprise Certification Toolkit (MECT).
Experience on an outsourced IT development project.
Public sector procurement experience is a plus.
Experience in an outsourced healthcare insurance operations environment.
Strong background in project management, preferably in Medicaid or a healthcare insurance IT environment.
Demonstrated successful leadership and management experience with supervisory responsibilities.
Vendor management experience.
Superb written and oral communications skills, including the ability to give presentations to executive management. Strong proficiency in English is required.
Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when necessary.
Willingness and ability to effectively engage with people and organizations on a continuous basis.
DAILY DUTIES / RESPONSIBILITIES:
The Eligibility and Enrollment Member Management Project Manger is responsible for managing cost, schedule, scope, and quality of all activities and deliverables on the project. The Project Manager will manage a mid-sized team and will oversee vendor support activities associated with the project.
Duties include:
Building a project plan and executing to that plan.
Managing project expenses within the allocated budget.
Managing project risks and issues.
Ensuring that all deliverables and activities are completed with high quality and in a timely fashion.
Reporting on project status and strategies orally and in writing.
Providing advice on procurement and implementation strategies.
Overseeing the deliverables of a software development organization.
Coordinating with the legacy Medicaid Management Information System (MMIS) and Medicaid Eligibility Determination System (MEDS) teams to ensure smooth transition to new technologies and processes.
Coordinating with outside entities, including vendors, providers, beneficiaries, professional associations, community partners and other entities. Other duties as assigned.
