Specific Duties and Responsibilities: 
1. Analyzes and evaluates existing policies, programs, plans, systems, operations, procedures, and documents to develop improvements in efficiency, effectiveness, and productivity, and to remove barriers to Client e-gov implementation.  Conducts reviews to determine means of cost reduction or avoidance and prepares cost comparisons, cost/benefit analyses, etc.  Also provides relevant information for management decisions.

2. Conducts special projects recommending program enhancements, process improvements, and procedural changes which impact the Client program and/or supporting multi-agency systems and operations.  Studies include operational audits, management surveys, and systems development projects.  Position will specialize in the business analysis to support electronic government (e-gov) development and enhancement.  
3. Provides management consultant services to Client Department management and resolves problems independently or as a member of a project team.  Assists or works independently in evaluation of productivity levels and development of Client program performance goals and quality improvements.
4. Prepares correspondence, various types of reports, and statistical data.
5. Works with Project Management, Business Analyst and Developers at all stages of Client development.
6. May be required to assist with testing, to coordinate and develop the testing strategy and plan.  Included in this would be estimating the time, effort and resources needed to complete the test in the approved time frame.  May define and develop the Test Plans and Test Cases, to include defining the testing level and cycles needed to assure adequate testing.  May execute Test Plans and Test Cases, including all aspects of testing.  Including preparing data, implementing and executing test (automating test where appropriate), monitoring test results and checking exit criteria. 
7. May be required to assist with web site development, design, testing.
8. As needed serves as business user liaison with technical staff. 
9. Report on weekly basis to Client Project Manager regarding work accomplished and upcoming plans.  
10. Performs related duties as required.

SKILLS REQUIRED:
Superior knowledge of information technology business systems, including management analysis techniques such as work measurement, standards development, operations research techniques, cost analysis, and quantitative decision-making.  Strong analytic and problem solving skills.  Ability to communicate with all levels of management.  Preferred: minimum of three years of experience performing similar job tasks and bachelors degree in Business Administration, Information Systems, Economics, Accounting, or related field.  Highly desirable:  MBA or related masters degree.  Familiarity with electronic commerce/electronic government applications desirable

Under general supervision develops or assists in development of new or improved managerial policies, plans, practices, methods, and procedures which affect management, organization, functions and operations of the Department.  Implements them or assists in their implementation.  Performs duties which require sound judgment, independent decision making, strong analytic ability, and the ability to formulate and promote effectively new concepts and methods 

Possess the ability to deal effectively with the needs of technical peers, technical and user management, users, vendors, and staff members, and to communicate clearly and effectively in spoken and written form.
