Description:
NC State Health Plan is seeking to fill a short term (approx. 6 month) contractor assignment. The selected candidate will assist in the development, and management of the State Health Plan’s data repository system. The State Health Plan for Teachers and State Employees provides health care coverage to more than 663,000 teachers, state employees, retirees, current and former lawmakers, state university and community college personnel, state hospital staff and their dependents.

Responsibilities & Duties:
•Development, and management of the Plan’s data repository system containing all of the eligibility, medical and pharmacy claims data for the entire state health plan membership
•Actively contribute in all phases of analysis including design, execution, quality assurance, interpretation and presentation
•Develop and architect reporting datasets in SAS
•Creating and validating input text files and formats, architecting output datasets and validating data
•Quality assurance of data and interaction with vendor to resolve data quality issues
•Serve as application administrator for the Plan’s SAS application
•Assess and interpret internal and external data
•Reporting needs
 
Required Skills:
Competencies:
•Ability to extract, manipulate and categorize complex healthcare data and produce accurate output
•Knowledge of medical claims processing systems, data warehouses, medical coding, i.e. ICD-9, CPT, HCPCS
•Excellent verbal and written communication skills
•Extensive SAS programming knowledge
•Ability to work independently with minimum supervision
•Strong understanding of claims processing

Education and Experience:
•Bachelors in Computer Science and four (4) years of programming/analyst experience working with large data sets in a business environment
•Minimum of two (2) years of experience in health insurance related industry understanding data reporting groups
•Minimum of three (3)years of SAS experience utilizing SAS or SQL/ Base SAS, macro, Proc SQL and general knowledge of SAS statistical functions
