Business Analyst/Technical Writer with project management, RFP development, SDLC, security/disaster recovery requirements and healthcare/government experience

Description of Work: This position designs, examines, analyzes, and develops business and program processes, operation systems, and efficient business and financial systems. Positions develop business and systems requirements as well as a Request for Proposal (RFP) for needed services and systems. Positions design business and program systems solutions by identifying and evaluating options, resolving solution issues, and consulting with stakeholders. Positions apply project management methodology. Positions in this class develop expertise in one or several business areas and their integration points and contribute to strategic planning of systems and technology directions. Focus of this position is integration work with DHHS NC FAST system and NAIC SERFF system.
Required:
•Bachelor’s degree or equivalent experience
•Minimum of 5 years direct, hands-on experience as a Computer Systems Analyst
•In-depth knowledge of business systems, regulations and processes and their interaction and how they apply to technology in the applicable area(s).
•Ability to exercise creative and critical thinking in evaluating complex situations and developing solutions.
•Experience in integrating technical, business process, and organizational change readiness components in a cross-functional or enterprise project
•Detail oriented and capable of producing required requirements artifacts
•Skills in facilitation, problem solving and conflict management
•Strong verbal and written communications skills with the ability to communicate across functional areas
•Deep capacity for demanding and stressful project work
•Experience developing RFPs for information technology products and services and supporting business functions
•Experience soliciting and managing feedback from stakeholders
•Experience soliciting technical requirements that support Websites, Hosting and Maintenance
•Experience soliciting technical requirements that support software interfaces
•Experience soliciting technical requirements that support Disaster Recovery, System performance, SLAs and System Security
