Description:
NC DHHS Office of Medicaid Management Information Systems (MMIS) Services is seeking a results-oriented individual with a strong work ethic. The position requires a candidate with problem solving and analytical skills to ensure that the claims processing system functionality meets State business and technical requirements. The ideal candidate must possess effective written and verbal communication skills. The individual will work with business and technical staff and key stakeholders to evaluate the functional solution designed to support services related to Medicaid, Public Health and Mental Health claims processing.

In addition to the above, the candidate will leverage their experience to ensure a successful solution delivery by participating in the creation, execution and evalution of test cases based on industry standards and the MMIS claims processing system design. The candidate will be responsible for communicating effectively with other team members and project management in support of project goals. The candidate will review project deliverables in support of other team members to help ensure quality and adherence to standards and guidelines.
 
Required:
•Strong interpersonal and client relationship skills.
•IT acumen with tactical planning skills and understanding of government organizational policies.
•Demonstrated ability to execute multiple concurrent objectives while partnering with business resources, vendors and third-party consultants to deliver required project results.
•Objective decision-making ability based on business performance analysis and resource availability.
•Experience with creating, executing and evaluating test cases to determine the validity of MMIS claims processing system functionality.
•Full analytical capability based on understanding of technical architecture and functional solutions. 
•Exceptional written and oral communication skills. 
•Ability to communicate effectively with both business and technical staff to convey complex ideas both verbally and in written form, and to translate business requirements into high-level and detailed functional specifications.
•Excellent meeting facilitation skills. 
•Experience in software implementations, requirements gathering, systems analysis, and functional design. 
•Ability to quickly grasp concepts relating to customizations that have been designed and developed. 
•Exposure to various project management methodologies and their application to cross-functional project work.

Preferred:
•Healthcare-related experience is preferred. 
•MMIS system implementation experience is preferred. 

Other Requirements:
•Bachelor's degreee in Business, Healthcare or related field preferred 
•Four (4) references will be required prior to final interview
