Description:
The Department of Public Instruction is seeking to fill a (short term approx. 12 month) contractor assignment to provide Computer Systems Analysis Services.
Responsibilities & Duties:
•Role of liaison between the DPI business units and the IIS vendor to interpret, modify, and clarify business requirements that may not be clear to the vendor
•Coordinate discussions between the vendor and the business unit when decisions need to be made regarding how the business requirements are being implemented in the vendor solution
•Act as an advocate for the business to ensure that the vendor delivers on the specified business requirements.
•Analyze business requirements to determine what data is needed from each DPI source system to populate IIS
•Work with the business to determine periodicity of source system interfaces
•Build system interface specifications to communicate to DPI business system programmers what data fields are required in what order and format to populate the IIS (Note: this is a significant amount of work since we may have up to 30 DPI data sources feeding the IIS, not to mention external data sources, such as learning object repositories)
•Help gather and refine Student, Teacher, Parent, and Administrator dashboard requirements
•Help evaluate vendor responses to RFP and determine whether or not the proposed vendor solutions meet NCDPI requirements
•Supplement QA staff during certain phases of the project to test the accuracy of data going into the IIS
Required:
•Minimum of five (5) years of experience working with Information Technology projects in the roll of business analyst or systems analyst
•Minimum of four (4) year college degree majoring in computer science or engineering field or majoring in non-technical field with demonstrated work experience in systems development
•Superior oral and written communication skills and negotiation skills
•Strong meeting facilitation skills
•Full understanding of systems development life cycle (SDLC)
•Ability to analyze and document business processes, perform gap analysis, and become a subject matter expert
•Ability to translate business needs into documented business requirements and system specifications
•Excellent organization, analytical, planning and scheduling skills
•Microsoft Suite experience (e.g., Word, Excel, PowerPoint)
Preferred:
•Experience working in K-12 Education
•Experience configuring and implementing Commercial-off-the-Shelf (COTS) software products
•Experience leading teams
