Description:

The Office of State Budget and Management (OSBM) is seeking a short term (10 month) Senior Java Developer and Team Lead to work on the implementation of a new Budget and Performance Management system. The new system will replace the current mainframe and Oracle systems as well as numerous OSBM and state agency spreadsheet tools, agency-developed and commercial software database tools, and manual processes.

This position will support the Budget System Project Team in analysis, design and development of new front-end web forms and other system components based on Java technology. This will be a customized solution utilizing the SmartGWT framework, Hibernate, and Oracle. The Java front-end system incorporates IBM Cognos as a reporting and analytical tool. 

RESPONSIBILITIES & DUTIES:

•Java development team lead

•Reporting to Deputy CIO

•Work with technical architect to provide optimal solutions to challenging design and implementation problems

•Supervise day-to -day work of advanced Java developers

•Contribute senior-level programming skills to development of solutions using the established frameworks, designs and methodologies

 

Required Skills:

•Proven and demonstrated technical team leadership

•Hands-on skills with SmartGWT, Hibernate and Oracle

•Ability to devise solutions to complex problems within general parameters defined in the overall system architecture

•Experience designing and developing Java systems of high complexity

•Experience with technical team leadership developing a series of related solutions using the same underlying frameworks, styles, and user interface standards

•Coaching team members to facilitate improved comprehension and application of best practices

•Extensive and current hands-on background in Java web application development using modern application frameworks (e.g., Seam, Spring, Struts, JSF) and object-relational modeling frameworks (Hibernate, iBatis, TopLink)

•Comprehensive knowledge of the concepts and implementation of service-oriented architecture

•Comprehensive knowledge of the GWT framework, with a preference for SmartGWT experience

•Understanding of relational data modeling and experience writing complex SQL queries

•Experience developing complete end-to-end 3- and 4-tier architecture solutions

•Comprehension of workflow / work queue concepts, as well as authentication and authorization concepts

•Bachelor’s degree with three (3) years of experience in Java web application development; or equivalent combination of training and experience

Preferred:

•Direct experience with SmartGWT, Cognos, Jasig CAS
