Description:
The NCDA&CS Soil & Water Conservation Division is seeking a short term contractor to continue custom development of a web based Online Cost Share Contracting System (assignment duration is approx. 5 -6 months). The selected candidate will work in the capacity of senior Java developer responsible for analyzing, designing, developing, and documenting the system within DENR’s central JEE application development environment. The successful candidate should be familiar with all aspects of JEE development including data, business logic, and presentation tier skills.
Responsibilities & Duties:
•Develop remaining components of the Online Cost Share Contracting System based on existing business requirements, NCDA&CS ITSS Software Development and Database standards, and Statewide ITS architecture standards. Development is approximately 75% complete
•Attending weekly status meetings with the Agency Project Manager and Soil and Water Conservation staff
•Provide a weekly written status report
•Adhere to a project schedule and milestones as developed jointly by the contractor and Agency Project Manager
•Provide detailed system documentation and user training for approximately thirty NCDA&CS Soil & Water Conservation staff
•Provide a plan for knowledge transfer and turnover of the application to NCDA&CS Information Technology personnel
Required:
•Minimum of three (3) years of significant experience in J2EE development projects
•Experience with the following technologies: Struts JEE application framework, JSP/Tiles, Spring framework, tag libraries, iBatis, SQL, and Crystal Reports
•Experience with Oracle Database technology
•Bachelors degree in an Information Technology related field
•Capable of working independently to achieve outcomes in an expedient and professional manner
•Ability to translate non-technical user requirements into a technical format
•Ability to communicate technical concepts to technical staff and non-technical business users
•Exceptional oral, written, and interpersonal communication skills
•Ability to develop positive business customer relationships
•Planning and Organizing skills
Preferred:
•Knowledge of contracting systems and contract closeout procedures
•Knowledge of water quality best management practices.
