Project Management(PMP) with IT projects, vendor management, personal tax processing/efiling/revenue accounting/AR/Collections, and government Experience

Description:

The South Carolina Department of Revenue (SCDOR) implemented the South Carolina Integrated Tax System (SCITS) Release 1 to replace a number of major tax processing applications that resided on the mainframe. We are now beginning the work for Release 2 of SCITS. SCITS R2 is a multi-year project to complete the migration of the remaining mainframe applications into a real-time, .Net framework system based on Services Oriented Architecture.
Because of the complexity of the project, involving change of technology, vendor relationships, and software customization to meet business user needs, SCDOR wishes to engage an experienced project manager to take responsibility for the project. 

Responsibilities & Duties:

1.Provide project management and business analysis support for the SCDOR engagement described above, following processes and practices established by the Project Management Institute (PMI).  This includes, but is not limited to, 

a.defining project scope and requirements, 
b.creating work plan and budget, 
c.assigning tasks, 
d.monitoring performance of work effort and taking corrective action when needed, 
e.handling project communication, 
f.Closing the project.  

Candidate will utilize SCDOR’s Project Management Methodology, which is in line with PMI standards.

2.Oversee and coordinate analysis of business processing impact and transition plans for business users.  As required and needed, analyze and document prospective business process methods and techniques.

3.Coordinate with management and technical personnel to analyze and recommend the best solutions for implementation of the project.

4.Assist in contract negotiations and vendor management.

5.Communicate within all levels of the agency the project plan and progress. 

SKILLS REQUIRED:

1.Project Management skills. PMP certification desired. 

2.Experience in a state government environment.

3.The ability and experience of developing and overseeing the implementation of a technology project that will involve contract procurements, working with an outside vendor, and tax processing analysis and documentation.  

4.Technical oversight.  The ability to coordinate with management, business users, technical personnel, and vendor to analyze and recommend the best solutions for implementation of the project.  Working familiarity with tax processing techniques, especially related to electronic filing, is required.

5.Communication of project.  The ability to communicate within all levels of the agency the project plan and progress.

6.Subject matter knowledge.  Working experience with Revenue Accounting, Accounts Receivable/Collections, Individual Income Tax processing analysis highly desirable.
