Description:

The Department of Insurance (DOI) is seeking to fill a short term (approx. 8) month contractor assignment to provide Computer Systems Analysis Services to assist with planning and developement relating to IT infrastructures for the North Carolina Health Benefit Exchange (NCHBE). These systems will support the business and administrative functions of the NCHBE , which are required by the Patient Protection and Affordable Care Act (ACA) to facilitate the purchase of health insurance for individuals and small businesses beginning in October 2013. The selected candidate will ensure accountability and ultimate success of planning and developing business and system requirements as well as a Request for Proposal (RFP) of the NCHBE by utilizing industry tested best practices, guidelines, and methodologies. 

Responsibilities & duties:

•Design, examine, analyze, and develop business and program processes, operation systems, and efficient business and financial systems
•Develop business and systems requirements as well as a Request for Proposal (RFP) for needed services and systems
•Design business and program systems solutions by identifying and evaluating options
•Resolve solution issues, and consult with stakeholders
•Application of project management methodology
•Develop expertise in one or several business areas and their integration points and contribute to strategic planning of systems and technology directions.

Required skills:

•Bachelor’s degree or equivalent experience
•Minimum of 5 years direct, hands-on experience as a Business Analyst
•In-depth knowledge of business systems, regulations and processes and their interaction and how they apply to technology in the applicable area(s)
•Ability to exercise creative and critical thinking in evaluating complex situations and developing solutions.
•Experience in integrating technical, business process, and organizational change readiness components in a cross-functional or enterprise project
•Detail oriented and capable of producing required requirements artifacts
•Skills in facilitation, problem solving and conflict management
•Strong verbal and written communications skills with the ability to communicate across functional areas
•Deep capacity for demanding and stressful project work
•Experience developing Requirements and RFPs for IT products and services and supporting business functions
•Experience soliciting and managing feedback from stakeholders

Preferred:

•Advanced proficiency in MS Office tools
•Minimum of 10 years experience 
•Sharepoint and/or JIRA experience
•Experience with the State or Federal Government and functional requirements processes
•Knowledge of financial processing applications
•Knowledge of the health insurance industry
•Knowledge of HIPAA transaction standards and the National Information Exchange Model (NIEM)
•Knowledge of Medicaid and experience working with CMS
•Experience running Joint Application Development (JAD) sessions
