Description:

North Carolina’s State Health Plan (SHP) is seeking to fill a short term (approximately 1 – 2 month) contractor assignment. The
selected candidate will provide Project Management Services and serve in the capacity of Project Manager (PM). SHP desires a PM 
with extensive health plan installation experience to assist in leading the implementation of the SHP’s Third Party Administrator 
(TPA) Services Contract and any supplemental contracts through a Request for Proposals (RFP) procurement process. The candidate 
will assist and provide input in creating a draft RFP as well as providing strong leadership, management, overall guidance and 
oversight to SHP TPA Implementation Project. In addition the candidate must be capable of maintaining close positive working 
relationships with all stakeholders and contracts as appropriate. 

Responsibilities & Duties:

Support SHP RFP preparation and Vendor selection process

Support employing unit training and implementations by being present on-site.

Develop Implementation Project Plan

Monitoring the deliverable review process

Escalating project disputes

Making recommendations to resolve schedule issues

Reporting

Provide oversight of day-to-day activities of the project

Identifying, clarifying, and managing project issues (including risks)

Monitor project performance, deliverables and resource effectiveness

Utilizing project management tools and best practices

 
Required Skills:-

Minimum of ten (10) years of experience as a Project Manager
Bachelor''''s degree
Project Management Certification
Proven track record with recent, relevant experience applying Project Management Institute 
(PMI) and Project Management Body of Knowledge (PMBOK) principles
Experience with data transfer and file management.
Strategic thinking ability & skills to support implementation process and execution accomplishing business objectives
Ability to work independently and prioritize work
Strong team orientation and commitment to client service
Excellent presentation and negotiation skills
Effective interpersonal skills 

Preferred:
Post Graduate degree in related field
Knowledge of health care industry 
Knowledge of Health Plan Operations & Administration including group & individual enrollment and billing services
