Project manager (PMP) with RFP, CMS, MS Project, HIPAA, NIEM, Sharepoint, JIRA and Medicaid experience

Description:-
The NC Department of Insurance (DOI) is seeking to fill a short term (approx. 12 mo.) assignment for a project manager to help plan for and begin development of necessary business processes and technical platforms required to build a North Carolina-based Health Benefit Exchange (Exchange), as mandated by the 2010 Affordable Care Act. A seasoned, hands-on project manager (PM) is required to support the implementation efforts to ensure that business capabilities are delivered on time and within budget.
Primary Responsibilities include:
• Directly plan and manage the implementation of project components related to the Exchange, including developing RFP(s) for information systems and business functions.
• Integrate the work of teams at NC Department of Health and Human Services who are delivering technology components for the Exchange with the technical, business process, and organizational work of the DOI team.
• Communicate project information, issues, or status to the management/policy team through various methods including written reports and presentations.
• Oversee the work performed by key DOI resources assigned to the project, specifically up to 4 business analysts and 2 systems analysts/architects.
• Manage the interaction of the management/policy team with business and technical teams as necessary.
In performing these responsibilities, the PM is expected to apply best practices in the 9 knowledge areas of project management, and adhere to the project standards and processes established by the EPMO.
Required Skills:-
• PMI Project Management Professional (PMP) certification
• Bachelor’s degree or equivalent experience
• Minimum of 8 years direct, hands-on experience as a project or program manager
• Experience in integrating technical, business process, and organizational change readiness components in a cross-functional or enterprise project
• Proficiency in MS Project 2007 (able to utilize the tool to establish and manage the critical path, establish and manage shared enterprise resources, status the project
• Detail oriented and capable of producing required project artifacts
• Skills in facilitation, problem solving and conflict management
• Strong verbal and written communications skills with the ability to communicate across functional areas
• Deep capacity for demanding and stressful project work
• Experience developing RFPs for information technology products and services and supporting business functions
Preferences:-
• Prior experience using MS Project Server for enterprise resource management
• Advanced proficiency in MS Office tools
• Minimum of 10 years experience
• Sharepoint and/or JIRA experience
• Experience managing State of NC Projects and familiarity with the State’s PPM tool
• Knowledge of financial processing applications
• Knowledge of the health insurance industry
• Knowledge of HIPAA transaction standards and the National Information Exchange Model (NIEM)
• Knowledge of Medicaid and experience working with CMS
