IN001348Business Analyst with OSBM, Mainframes, Oracle Systems, Spreadsheet tools, Workflow, Microsoft Visio and Cois Software Experience Location: Raleigh NCDuration: 6 monthsPositions: 1Description:The Office of State Budget and Management is seeking a short term (6 month) Business Analyst to work on requirements gathering and documentation for a new Budget and Performance Management system. The new system will replace the current mainframe and Oracle systems, which has been built incrementally over time. It will also replace numerous OSBM and state agency spreadsheet tools, agency-developed and commercial software database tools, and manual processes by providing a new, common workspace environment for OSBM and state agencies to coordinate efforts in budget planning, development, and execution. This position will support the Budget System Project Team in development and delivery of business process and business requirement documentation to support the configuration and implementation of the new state budget system. The new system will be using COTS software. Requirements & Duties: • Providing analytical detailed descriptions of current workflows and business processes. • Identifying sub processes and manual non-system processes and documenting them. • Working closely with OSBM staff for accurate transition of processes and workflows to documents that can be utilized in the system configuration and implementation process.• Working with OSBM staff and integrator partners to identify areas for improving workflows and processes within the capabilities of the new system. • Working with a lead Business Analyst to complete requirements development and documentation.
Required:• Planning and organizing: ability to organize and follow complex and detailed workflows and business processes. • Ability to work independently and perform job with minimal supervision.• Technical knowledge: Competent to work on most phases of application system analysis without guidance. Microsoft Visio.• Business solution development: Ability to identify gaps or redundancies in business processes and to suggest possible improvements to those processes. • Consultancy skills: Ability to consult with clients, higher-level business professionals and consultants to elicit their input and capture it clearly and concisely in project documentation.Training and Experience Requirements: Bachelor’s degree with one year of experience in business application consulting or development; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Preferred: Previous experience in assessing, developing and documenting business processes, workflows and requirements; experience in developing clear concise documentation that accurately captures information; significant experience working with end users.
