Programmer is responsible for analysis, design, coding, component & assembly testing of all application code owned by the Application Team. Programmers typically are involved in maintenance (including production support), enhancement & development work.

Contracted support is needed for a 6-month engagement to provide research, analysis, development, testing, documenting, and deployment functions for various Access database systems and associated reports at State Hospitals within the Office of Mental Health and Substance Abuse (OMHSAS). Current issue involves the Patient Tracking System (PTS) at Wernersville State Hospital. PTS is an essential information systems asset supporting key business operations for all state hospitals. PTS is a distributed Access-based system with a SQL database currently being used at all state hospital locations with variant code bases and functionality in existence. Some modifications and/or consolidation efforts have been implemented recently to reduce systems vulnerabilities and operational liabilities as well as facilitate better life cycle management of this asset. There appears to be both networking and software issues causing performance/throughput anomalies with PTS at Wernersville. This engagement consists of two phases over a 6-month period. Phase I is to resolve the performance issues specific to PTS at Wernersville location and Phase II involves the completion of approved modifications/enhancements to PTS necessary to support business operations. The contractor will begin Phase I of this engagement by conducting researching and analysis on the current application platform, documentation, and source code at the primary work location in Harrisburg. The contractor will need to augment research with site visits to Wernersville and other State Hospitals (as required) to meet with business managers, key users, and pertinent subject matter experts within these facilities. The contractor will engage in knowledge-transfer activities with one of the OMHSAS subject matter experts and designated BIS staff. This will require the contractor to conduct and actively participate formal knowledge-transfer sessions and validating target audience capability to demonstrate adequate understanding of technical knowledge received. **Both phase I and phase II activities will require travel to Wernersville and other State Hospitals. It is anticipated that Phase I activities will require travel to Wernersville for five to ten days in month one and two of this assignment. Travel and site visits to other State Hospital locations supporting for Phase I and/or Phase II activities will be based on the direction and needs of OMHSAS and BIS.** **The position will also be required to travel to various State Hospitals as required to assess and observe system issues as they arise as well as conduct deployment/training activities. Mileage reimbursement will be calculated at state rates for State Hospital on-site visits.**
Objectives of Engagement :
The objective of this engagement is to contract for support to Access-based software (including SQL server functional knowledge) that currently exist at the Commonwealth of PA State Hospitals. Beginning with Phase I initially targeting the PTS system deployed at Wernersville State Hospital. DPW will assist to provide access to users and administrators of the PTS application. DPW will provide access to documentation and source code for initial analysis as well as identify SQL Database administrative contacts. The contractor’s Phase I responsibilities will be to: a) Work with the PTS system to research and assess its current functionality, documentation, business and technical operational environments, and systems framework to identify and document issues (route causes) related to poor performance/through-put at Wernersville; b) Provide specific recommendations to eliminate and/or mitigate performance issues identified from the initial research and analysis; c) If modifications/optimizations to PTS are required and formally authorized to correct performance issues, he/she will need to analyze, design, develop, test, validate, deploy, and document any new development and enhancements for the PTS application following DPW’s Systems Development Model (SDM) and affiliated standards; d) The consultant will need to work with and along side designated OMHSAS and BIS network/server/database teams to resolve outstanding issues and conducting any lessons learned knowledge transfer activities. The contractor’s Phase II responsibilities will be to: a) Upon request, assess the level of effort required to complete PTS modifications/enhancements documented by the central OMHSAS staff and BIS to authorize and prioritize this work; b) Upon OMHSAS approval, contractor will successfully complete this body of work in accordance with the approved project plan and required deliverables. Note: Successful completion is defined by approval and sign-off by DPW of all project deliverables to include full validation and operational deployment of approved the mods/enhancement within the specified time periods; c) Modifications or enhancements to PTS must follow DPW’s Systems Development Model (SDM) and affiliated standards for any work performed; d) Conduct knowledge transfer activities with designated OMHSAS and BIS staff to keep these Access systems running and functional as determined by OMHSAS Central Office, State Hospitals, and BIS to which it may be applicable.
TASKS TO BE PERFORMED
1. Be able to work independently with minimal supervision.
2. Perform necessary Phase I activities to resolve the performance issues specific to PTS at Wernersville location.
3. Perform necessary Phase II activities for the completion of approved modifications/enhancements to PTS necessary to support business operations at various State Hospitals as prioritized by OMHSAS.
4. Engage in knowledge-transfer activities with OMHSAS Patient Tracking System users and administrative staff which includes; analysis, modification, testing, and deployment of enhanced PTS system to Wernersville to relieve immediate crisis.
5. Assess need to modify and possibly consolidate PTS at other State Hospitals
6. Deploy changes to PTS at other State Hospitals if needed.
7. Participate in knowledge transfer planning to facilitate potential transition to designated DPW business and/or technical state resource(s) for PTS application functionality, operations, frameworks, documentation, and maintenance as directed.
8. Provide status reports and updates as required to designated DPW Project Manager and supervisor.
