Job Description:
New York State is currently implementing a large scale Enterprise Resource Planning system entitled Statewide Financial System (SFS) to replace the legacy Central Accounting System and numerous agency specific Financial Management Systems. This request is to fill a Project Manager (PM) position to assist OTDA staff with a successful SFS implementation.
The Program Manager (PM) will be involved in the evaluation, planning, coordination, training and
implementation stages involved with converting to the SFS Enterprise Resource Planning (ERP) system.
The PM will create a project plan, define the strategic implementations of the project and determine the requirements to achieve a successful implementation. The PM will establish and develop relationships with the managers and head of the respective program areas in order to filter the benefits of this business transformation software and identify and manage their concerns. The PM will generate feedback from his clients about the SFS implementation, pain points and issues related to legacy IT systems and applications, and will use the feedback to prepare the agency for full usage of the SFS.
The PM will be considered the leader responsible for all coordinative responsibilities related to the successful conversion to the SFS system. The PM will lead, guide and mentor all the project team members during the implementation phase. The PM will oversee and manage project members at multiple offices and locations.
The PM has to exhibit troubleshooting skills to address the project-related issues as well as human resources needs of the team members, and make quick, informed decisions about technical problem areas. The PM will report any and all changes and risks immediately to the leadership. The PM will address and report on deliverables and milestones related to the project. The PM will review strategies and methodologies developed by team members. The PM will prepare presentations and reports as per specifications of the agency project leadership for delivery to agency management and business unit heads.
Knowledge, Skills, and Abilities Requirements:
1. Bachelor’s degree and eight years experience in a systems development environment.
2. Only Pass/Fail Seven years technical experience in planning, installing, implementing and administering a large-scale data processing system utilizing a mainframe list total computer and/or client/server environment, with telecommunications, number remote equipment and database capabilities.
3. Five years experience in a system testing environment, including test plan execution and development.
4. Five years of technical experience in planning, installing, implementing, training curriculum development and administering a large scale data processing system, with telecommunications, remote equipment and database capabilities.
5. Three years experience in: a supervisory role, customer interface activities and test plan documentation standards.
