REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1.    Extensive knowledge of data base management concepts, data base structures and schema design.
2.    Extensive knowledge and experience with database operation, administration and security protocols. 
3.    Knowledge of and experience with DBMS optimization and normalization strategies; system integrity and monitoring/auditing activities; and backup, archival and disaster recovery procedures.  
4.    Extensive knowledge of and experience with Oracle RDBMS, data base programming concepts and languages (including Oracle APEX, PL/SQL, C#, Javascript, VB/Studio and .NET and other relevant object oriented programming and scripting tools).  
5.    Good oral and written communication skills
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1.    Knowledge of and experience with software systems design and integration technologies including methods and strategies for enterprise systems development, operation and maintenance. 
2.    Knowledge of and experience with industry standard system prototyping/ testing and implementation strategies/procedures.

Job Description:    
Manages and maintains all production and non-production databases. Responsible for standards and design of physical data storage, maintenance, access and security administration. Performs backup and recovery on Database Management Systems, configures database parameters, and prototype designs against logical data models, defines data repository requirements, data dictionaries and warehousing requirements. This position optimizes database access and allocates/re-allocates database resources for optimum configuration, database performance and cost.

SCOPE OF THE PROJECT:
TO PROVIDE TEMPORARY ORACLE DATABASE ADMINISTRATION SUPPORT FOR THE S.C. DEPT OF NATURAL RESOURCES, TECHNOLOGY DEVELOPMENT PROGRAM.  


DAILY DUTIES / RESPONSIBILITIES: 
The S.C. Department of Natural Resources is seeking to acquire the temporary services for an Oracle database administrator to support the daily activities of three database programmers in the development of web-based database access tools, the migration of existing data and applications from the Unisys mainframe to Oracle as well as convert PC-based, desktop database applications to Oracle.  This individual will design appropriate data schema to support agency programs, direct the transfer of existing databases to Oracle and perform daily database management activities including performance monitoring and tuning, backup and disaster recovery and diagnostic evaluation/troubleshooting.  The following specific duties and responsibilities have been identified for this position at the SC DNR.  
    
Provide database and applications development support as required  
*    Support database applications development & assist staff with database programming code issues/problems.
*    Provide input into technical specifications for database and software development.
*    Provide input into database applications prototyping and testing procedures. 
*    Assist with user needs assessments to determine system requirements pertaining to database design issues.

Integrate and manage agency natural resource and administrative data
*    Design data schema, develop integrated normalized tables and record structures, develop systematic procedures for data input, conversion or import of tabular administrative, financial or natural resource scientific data into the Oracle database management system.  
*    Develop quality control/quality assurance procedures to insure data integrity including programs to identify and filter erroneous data, Internet/Intranet data input forms that reduce the potential for data entry error and automated procedures to populate data fields. 
*    Integrate QA/QC information into metadata.  
*    Establish disaster recovery procedures, password protection and data security protocols and maximize client record privacy/confidentiality. 
*    Integrate various PC-based databases into appropriate agency databases and structure.  

Facilitate the integration of technologies
*    Assist staff in the integration of multiple technologies into a comprehensive information management system by evaluating/advising staff regarding database access and analysis tools using Visual Basic/.NET, C#, Oracle PL/SQL or APEX, Java, JDeveloper, Javascript and other appropriate programming languages. 
*    Work with staff to provide seamless data access protocols between agency relational databases and various statistical, electronic document management system, business intelligence and reporting systems, desktop publishing, spreadsheets, graphics and other systems.  
*    Assist staff in the development and implementation of Internet-based tools for data access and analysis.  
*    Provide support for the Arc SDE implementation in Oracle and work with spatial data manager to insure GIS application access to tabular and spatial data stored in Oracle RDBMS.  
*    Create schema and table space as required for spatial data development program.
*    Determine appropriate database applications programming and integration frameworks to ensure compliance with state, federal and industry standard security, privacy and other protocols. 
*    As appropriate, provide advice and diagnostic evaluation/troubleshooting of database applications and support software in .NET and PL/SQL.

Optimize database management system software performance
*    Monitor, measure, and enhance the Oracle database management system performance.
*    Evaluate and maintain system integrity and security. 
*    Develop database optimization strategies for efficient operation.  
*    Assist System Manager in the installation and configuration of database and support software and network storage devices to maximize efficient access and use of Oracle databases and applications.  
*    Develop tools and interfaces for data queries and access.  
*    Provide on-call database support during emergencies. 
*    Remain proficient in relational database management system and operations tools and best management practices and implement standard operating procedures and policies for the DNR.
