Job Description:

Duties include:
• Developing a project strategy and approach collaboratively with SCDHHS leadership, Clemson’s Medicaid (MITS) team and other stakeholders.
• Developing a technology strategy in collaboration with SCDHHS’s technology/enterprise architecture, goals and direction.
• Providing leadership to the project team regarding the strategy and approach.
• Overseeing the software development and implementation efforts.
• Developing a hosting solution collaboratively with Clemson’s infrastructure team (CSO) and overseeing the implementation of the solution.
• Building a project plan and executing to that plan.
• Overseeing the project expenses within the allocated budget.
• Managing project risks and issues.
• Ensuring that all deliverables and activities are completed with high quality and in a timely fashion.
• Reporting on project status and strategies orally and in writing.
• Providing advice on procurement and implementation strategies.
• Coordinating with the legacy Medicaid Management Information System (MMIS) and Medicaid Eligibility Determination System (MEDS) teams to ensure a smooth transition to new technologies and processes.
• Coordinating with outside entities, including vendors for other systems/services, providers, professional associations, and other State agencies.
• Other duties as assigned.
SCDHHS is seeking a leader with the information technology knowledge (modern software development and infrastructure architecture/design), team and project management, and interpersonal skills necessary to enable success on this high-visibility project.

 

This position will provide project leadership for a large project whose team brings significant experience along with an “entrepreneurial” or “startup” attitude and approach. The team is a combination of Clemson information technology professionals and experienced consultants, and we are seeking individuals who are highly productive, very flexible, and can work effectively in an environment where ambiguity is common. Team members are expected to contribute with minimal supervision and be self-motivated. The project demands individuals who are strong collaborators, who want to make a positive contribution to the State of South Carolina, and can understand top-level goals and objectives and drive toward them.

The project will use modern technologies and modern strategies, and the team cultivates “thought leadership” for Medicaid eligibility systems and general health information technology.

Candidates who enjoy working on complex, change-oriented projects with motivated team members will find this position attractive.

• Resumes that include extensive details for candidates with limited actual experience. Especially, with candidates who may have worked on “many” projects but were not required to develop a plan/strategy given the objectives.

Notes to recruiters:
• Previous experience in health care related information technology, insurance information technology, Medicaid Management Information Systems (MMIS), Medicaid eligibility, or social services eligibility, while not absolutely necessary, will be helpful.
• This position requires excellent communications skills including effective oral and written communication. If a vendor finds it necessary to substantially revise a candidate’s resume or add additional or clarifying information at the top of the candidate’s resume, then the resume is not yet ready for submission and the candidate will likely not be a good fit.

 

Skills:

The Clemson Member Management Project Leader role has four major attributes: software development leadership, project management skills, people skills, and domain knowledge in enterprise class multi-tier web-based application development projects. Candidates must display excellence in all areas.

Additional Skills:


• Strong background in project leadership (software development and product development) in a healthcare insurance information technology environment. 
• Demonstrated successful leadership and management experience with supervisory responsibilities.
• Deep knowledge of healthcare insurance principles and processes.
• Understanding of IT development and implementation projects.
• Vendor management experience.
• Project planning experience, including effort estimation on technical tasks and resource allocation.
• Superb written and oral communications skills, including the ability to give presentations to executive management. Strong proficiency in English is required.
• Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when necessary.
• Willingness and ability to effectively engage with people and organizations on a continuous basis.
• Medicaid eligibility system/business operations experience.
• Medicaid Management Information System (MMIS) experience
• Medicaid operations experience.
