Description:

The Office of State Budget and Management (OSBM) is seeking a short term (approx 12 month assignment) for a Senior IBM TM1 v9.5.x Subject Matter Expert to work on the implementation of a new Budget and Performance Management system replacing the current mainframe and Oracle systems, which have been built incrementally over time.

 

The system utilizes IBM TM1 9.5.2, Cognos BI 10.1, and FileNet 4.5.1, and will incorporate custom Java forms, portal, and authentication solutions. This position will support the Budget System Project Team as a representative of TM1 capabilities within the context of the overall application architecture, and will work as a member of the project’s System Architecture Workgroup to design the integrated solution; assisting OSBM and other Subject Matter Experts in defining the appropriate solution for back-end system integration of the tools listed above, developing a robust end-user experience, and making the best use of TM1 capabilities for budgeting, performance management, and analysis.

 

Duties include:

• Providing analysis and knowledge transfer of the various TM1 components

• Understanding the business processes in OSBM

• Advising OSBM on the best practices for system integration using the selected components

• Working closely with OSBM technical staff on system design and development activities

• Provide hands-on expertise with TM1 modeling and tools.

• Building multidimensional data models in TM1, including Perspectives, Architect, Contributor, Web, Rules, and Turbo Integrator.

• Design, organize, and document complex systems

• Follow detailed project plans.

• Mentoring OSBM IT staff in solving technical issues and applying best practices with TM1.

• Management of small, technical sub-projects of medium complexity

• Provide concise and accurate reporting to management.

• Consulting with non-technical business users, higher-level business professionals, technical staff, and other consultants to elicit their input and capture it in clear and concise documentation.

 

Knowledge, Skills, and Abilities Requirements:

Training and Experience Requirements:

 

• Bachelor’s degree with two (2) years of experience in a clearly-defined technical architecture role

• Minimum of five (5) years of overall IT-related experience (or equivalent combination of training and experience) in the following:

• Building multidimensional data models in TM1

• Recent hands-on and in-depth expert-level experience with TM1(including Perspectives, Architect, Contributor, Web, Rules, and Turbo Integrator)

 

Ability To:

• Design, organize, and document complex systems and to follow detailed project plans

• Mentor OSBM IT staff in solving technical issues and applying best practices with TM1.

• Manage small, technical sub-projects of medium complexity

• Provide concise and accurate reporting to management

• Consult with non-technical business users, higher-level business professionals, technical staff, and other consultants to elicit their input and capture it in clear and concise documentation

 

Excellent communication skills (both written and oral)

 

Preferred:

Working knowledge of Java or other external applications interacting with TM1 and of Oracle databases

Experience with ETL

TM1 certifications (highly desired)
