Job Description:

The Department of Health and Human Services (DHHS) is seeking a short-term (approx. 3 months) contractor for the Division of Information Resource Management (DIRM) to provide senior level Business Systems Analyst services. The selected candidate must be a results-oriented individual with a very strong work ethic and must be able to demonstrate excellent IT business analysis, negotiation, and communication and problem-solving skills. This position will be responsible for working with both senior-level business and IT executives and personnel to define and execute business requirements and manage stakeholder expectations. 

This individual will serve as a senior business systems analyst for data conversion, data bridge and reports development efforts to support new application development for programs such as, but not limited to, Food and Nutrition Services, Work First (TANF) and Medicaid.  

 

Knowledge, Skills, and Abilities Requirements:

Required:
            • Minimum eight (8) years of senior business analysis experience with complex IT             implementation initiatives
            • Proven track record of delivering IT serivces and solutions within budget, scope and       schedule
            • Objective decision-making ability based on strategic objectives priority, business             performance analysis and resource availability
            • Strong supervision, organizational, interpersonal and time management skills
            • Demonstrated presentation and training skills
            • Demonstrated oral and written communication skills
            • High level of understanding of both business processes and developing best method       to implement these business processes in software
            • Demonstrated business to technical liaison expertise with any or all of the following         technologies: Sybase IQ, Oracle, SAS, Business Objects, UNIX, MVS, TSO/ISPF and   file transfer protocols

Ability to:
            • Summarize and explain technical issues to both technical and non-technical/business     team members.
            • Facilitate meetings with cross-functional teams, and manage group dynamics.
            • Develop, establish and maintain effective working relationships/ partnerships with           customers by responding to needs and exhibiting a sense of urgency, independently        identifying and developing solutions.
            • Utilize technical understanding of computer programs and applications to develop           detailed functional requirements, system documentation and workflow procedures.
            • Document existing and desired business processes.

Experience:
            • Business process analysis (use cases and/or process flows development) and    mapping (gap analysis) techniques
            • Publication of documents (statements of work, issues/risks logs, status reports,   requirements, design, test plans, training materials, etc.) as output from typical IT         projects

            * Highly skilled in Microsoft Office and other productivity applications such as: Project,     PowerPoint, Visio, Word, Excel

Preferred:
            • Business requirements development expertise
