The NC Industrial Commission (NCIC) is seeking to fill a short term (approx. 6 month) contractor assignment to provide computer programming services. The selected candidate will work in the role as business analyst. Responsibilities Include: • Implement a secure web (Java EE) interface for the data entry of 1st and 2nd report of injury for workers compensation claims • Identify solutions for the electronic document submission process • Provide complete coverage research; including a data feed from the Rate Bureau • Provide a web based public facing solution for the purpose of electronic payments to process WC forms requiring fee processing payment up-front at time of electronic document submissions • Lead and participate in requirements gathering sessions with stakeholders • Effectively translate and communicate business needs into technical functional requirements and specifications for the development team • Communicate with non-technical audiences • Develop and implement internal and external workflow • Meet with the business subject matter experts to ensure requirements meet expectations; • Create specifications for systems to meet business requirements • Design layouts for the system and define data requirements to support design • Assist in the writing of the test plan, write test cases and scripts • Conduct functional testing to ensure the application meets the functional requirements • Document software defects • Conduct defect disposition meetings • Create required application documentation • Assist the project manager with issue and risk identification • Change request management • Plan, conduct, document, and direct the analysis of complex business problems and processes • Document results from analysis and contribute recommendations for strategies & alternatives on application customizations • Perform analysis and feasibility studies in order to identify financial impact, user efficiency and omissions or errors in new business requirements • Make recommendations based on the analysis and feasibility studies • Interface with and serve as liaison to staff regarding special requests and operational issues as they arise and solicit feedback for improvement of future services • Prepare training materials and give presentations to both internal users and external users. |

| Knowledge, Skills, and Abilities Requirements: |
Required: Minimum of 3 (three) years in all the following: • Business analyst or related experience • Developing requirement documents • Involvement with software development projects • Ability to develop technical documentation that will be referenced for support of the delivered solution and subsequent enhancements • Ability to work affectively with agency staff to develop test plans and ensure successful testing and validation of all developed solutions. • Ability to make recommendations for modification to existing applications • Ability to develop new applications, requirements, training materials, software quality assurance and test scripts• Demonstrated experience in the ability to comprehend, analyze and interpret organizational and procedural problems. • Excellent verbal and written communication skills • Independent; self-starter individual having proven experience working successfully in a team environment. Preferences: • Experience working in a Java or web development • Experience with Bugzilla, toad, and automated test tools such as Mercury • Familiarity with NC Statewide Technical Architecture as it applies to application and database development (a plus) |
