REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Significant experience with ETL activities
• Demonstrated success in developing, documenting and managing ETL for
large data sets
• Experience working with commercial database solutions
• Experience working with commercial ETL/data management tools
• Ability to develop, propose and present solutions/approaches to data
conversion activities, especially in light of a variety of possible approaches
• Good written and oral communications skills, including the ability
to give presentations to the management team. Strong proficiency in English is required.
• Willingness and ability to effectively engage with people and
organizations on a continuous basis.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Experience using the Talend data suite
• Experience with MS-SQL server
• Knowledge of IDMS/IDMS-R data structures and COBAL programming
• Medicaid Management Information System (MMIS) experience
• Medicaid eligibility system/business operations experience.
• Commercial insurance and/or health care data experience
• Public sector experience is a plus.
DAILY DUTIES / RESPONSIBILITIES:
Clemson seeks a skilled technical professional with relevant experience on similar projects that can both complete the data conversions tasks required for this project while also providing recommendations for ETL, data profiling, data quality and data management best practices based on their experiences and expertise.
The Data Conversion Lead will be focused on planning, converting and migrating data migration (including extraction, transformation and loading [ETL]) from legacy mainframe system(s) (IDMS and IDMS-R) to a modern relational database as part of the overall Medicaid replacement projects. The Data Conversion Lead will carry out the data management activities necessary to achieve the projects’ data migration strategic goals and objectives and work closely with the projects’ data architect, database administrators and technical leads.
The Data Conversion Lead will create manual and/or automated procedures and/or custom configure data conversion software as required to perform the activities indentified in the data conversion plan. They may also assist with migration of As-is system data and external data to the new MMIS system and selected data administration tasks. Data conversion development tasks include:
• Develop and manage data conversion rules and ETL process(es)
• Validate pre-converted and post-converted data to ensure the data is
consistent, well formed, and of high structural integrity
• Create and manage a schedule of database conversion related tasks
and events
• Establish, test and execute reliable and repeatable process(es) for
converting legacy data into a modern relational database that meets the project’s functional and non-functional requirements
• Use of appropriate data conversion tools, strategies, and
methodologies that will meet the data conversion plan objectives
REQUIRED EDUCATION:
Bachelor’s degree in a technical, business, or field. Master’s degree is desirable.
REQUIRED CERTIFICATIONS:
None required. Project management certification from a recognized source (PMI, DoD, etc.) is desirable.
