The State of NC Office of Information Technology Services (ITS) is seeking a short-term (six month) contractor to provide Project Management Services. The selected candidate will be responsible for day to day management of multiple projects and must have a proven track record of successful project delivery. Responsibilities
include:
- Taking over IT projects at the beginning of the Initiation phase
- Vendor management
- Developing and maintaining the project plan
- Developing project approval documents
- Developing status reporting to project lead, senior management and more
- Developing and maintaining scope change process and log
- Developing and maintaining issue log
- Developing and maintaining risk matrix
- Developing and maintaining escalation process
- Managing testing and rollout
- Maintaining communications plan
Required:
. PMP Certification
. Excellent written and oral communications skills . Possess conflict resolution skills, negotiation and mediation skills, problem-solving and analytical skills . Knowledge of the Project Management process, procedures, documentation, checklists, and reporting criteria . Knowledge and demonstrated ability to conduct detailed planning, project testing, and perform risk assessments and their associated risk mitigation actions . Knowledge of project management related IT standards and software . Experience writing and leading evaluations of Request for Proposals
Ability To:
. Develop and maintain effective relationships with client, client management, direct supervisors and reports, and project team members . Work with diverse and varied functional users . Interact effectively with highly technical personnel and with a wide variety of technical resources . Translate and communicate highly technical concepts, information, plans, and procedures to both highly technical personnel and non-IT business users . Manage government and vendor personnel to assure all required deliverables and performance criteria are met . Prepare comprehensive supporting plans in the areas of quality control, risk management, change management, testing and other associated project management areas . Manage project development process to include monitoring project scope and change control processes
Preferred:
Previous experience with North Carolina state government and or other state government in any or all of the following areas:
. IT Procurement Office
. State of North Carolina Enterprise Project Management Office (EPMO) or other state government IT related project management office.
