Required Qualifications
• 5+ years experience managing an IT testing team (preference will be
given to experience related to managing a Child Support Enforcement system testing team)
• 10+ years experience preparing, documenting, and executing test
criteria, test cases, test scripts, and test plans for IT systems projects
• preference will be given to experience for this qualification
related to a Child Support Enforcement system
• preference will be given to experience in Federal test deck activity
and testing success
• 7+ years of System Development or project management experience, or
combination thereof
• 2+ years experience with automated test tools (preference will be
given to experience with Quality Center/Test Director)
• Ability to plan, organize, instruct, and review the work of the
testing team
• Ability to communicate (orally and written) effectively with
technical, non-technical staff, customers/stakeholders (State and
Federal) and executives
• Knowledge of industry standards (e.g. ISO, IEEE)
Scope of Work
• Monitor and report the execution of the System Development
Contractor’s performance under the CFS Project contract as it relates to all testing phases. This involves working with System Development Contractor’s tools and appropriately extracting data to make information.
• Assisting with developing processes and plans for business process
(functional), system, integration, regression, performance/stress, and acceptance testing performed on the CFS Project and ensure that they are followed
• Work with Requirements Manager(s) to ensure product requirements are
testable
• Work with Development Manager(s) to ensure that developed components
are testable
• Clearly understand the testing deliverables needed for all phases of
testing
• Working with System Development Contractor, the State Project Team
and end users in establishing test cases and test scenarios in a manner that will ensure that all requirements are thoroughly tested
• Produce, while working with the State Project Team and System
Development Contractor, and manage the detailed step by step test plans for acceptance testing. These plans encompass input data, testing conditions, and expected results.
• Assist in the successful transition from acceptance testing to
pilot. This will involve working with the State and the System Development Contractor in incident management and communication.
• Work with the System Development Contractor to meet deliverable
goals
• Build, update, and manage the testing sections of the project
schedule
• Oversee and report testing results by State and other user staff for
acceptance test activities as described in applicable plans
• Anticipating, identifying, and implementing test process changes as
appropriate
• Reporting and/or confirming the System Development Contractor’s
reporting of testing status and status of related activities being performed or monitored
• Overseeing incident reporting and correction process
• Ensuring that appropriate test metrics are produced and monitored
• Ensuring the Test Plans are being followed
• Ensuring that the test database is updated
