REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
A minimum of 5 years experience as a business analyst familiar with all phases of the project life cycle; at least 3 years experience as a business analyst using SharePoint and Microsoft .NET technology.
Experience defining user requirements, performing needs analysis, and project management for Microsoft-based solutions; combined with business and technical communications skills.
Knowledge of Microsoft products and technologies such as Microsoft Office, Project, Visio, SharePoint.
Experience with use case design/analysis/specifications, test plan design & defect analysis, and SDLC methodology is essential.
Team player capable of working on multiple projects, with multiple clients, in a matrix-based team.
Also essential is experience facilitating large-group business development planning sessions.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Knowledge of public education and as well as FERPA compliance is helpful.
SCOPE OF THE PROJECT: An experienced business analyst is needed to assist with the many sources of data that exists within the SCDE and assist in the development of a school safety score. This employee will be employed through the Safe and Supportive Schools grant. This employee will work with limited supervision and will coordinate with the staff of the Statewide Longitudinal Data System grant and Office of Data Management and Anaylsis. This coordination will ensure that data requirements are not duplicated and that data can be shared between grant projects.
DAILY DUTIES / RESPONSIBILITIES:
Serves as a liaison between the SCDE and the participating school districts in order to provide technical solutions to meet user needs.
Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organization's systems and capabilities.
Analyzes school district operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology.
Job Functions Include:
- One business analyst as defined under the IT Temporary Services state contract with a minimum of five years experience as a business analyst.
- Review data elements currently collected by SDE to identify those needed for the school safety score.
- Develop test scenarios for the psychometric team.
- Develop the safety score model for the SLICE development team.
- Develop and provide training for school district personnel on the school safety score.
- Program documentation as specified by the Project Manager.
REQUIRED EDUCATION: A bachelor's degree in computer science or related area and experience in computer system development and modification.
Related experience may be substituted for the bachelor's degree on a year-for-year basis.
