MANDATORY Requirements:
1. Minimum of 4 years experience with writing application software,
data analysis, data access, data structures, data manipulation, databases, programming, testing and implementation, technical and user documentation, software conversions; environments include but are not limited to mainframe, mid range, personal computers, laptop; available to assist and/or lead in the design of program specifications and the implementation of software solutions.
DESIRABLE Experience Preferred:
1. Good communication and interpersonal skills (Interview required)
2. Three or more years experience designing application architecture,
developing & deploying n-tier asp.Net Web apps using vb.net web services. Experience with entity objects, ria services, and Silverlight a plus.
3. Two or more years development experience using Oracle and PL/SQL
Packages, with good knowledge of SQL programming.
4. Two or more years acting in advisory role to IT management as an
expert in Web application architecture, software evaluation, POC, and mentoring developers in areas such as system architecture, design patterns, common system utilities, and secure Web application coding.
5. Two or more years experience coding with middleware software to
connect to mainframe services. Experience developing Unisys Open/TI server definition components a plus.
6. Three or more years experience analyzing business processes and
workflows, and working with non-technical staff to develop system specifications and resolve problems. Experience with government assistance programs a plus.
7. One or more years experience using object oriented concepts to
design complex business objects, for example user-configurable contracts, government program eligibility rules, vouchers.
The consultant hired from this procurement will have the following day- to-day responsibilities:
1. Complete the production migration of the new BRIA interface
2. Ensure applications comply with accessibility and security
requirements
3. Work with BRIA & BHSS staff to design and develop new web-based
functionality using vb.net web services and ASP.net interface in the csla architecture
4. Maintenance of existing modules using VB.net web services and
ASP.net interface
5. Conduct training sessions for application users
6. Create accessible user documentation describing complex business
rules
7. Mentor the developer staff on architecture design concepts
8. Mentor co-workers regarding system architecture, best coding
practices, design patterns, common system utilities, etc.
9. Provide expertise to IT management in areas such as system
architecture, software evaluation, web security
10. Participate in the design and development of other web based
applications in role of lead architect
11. Provide support for applications using the open-ti connections to
the mainframe
