The NC Department of Health and Human Services (DHHS) is seeking a short term (approx 12 month) contractor resource to assist with analysis, definition, documentation, and execution of data migrations for NC Families Accessing Services through Technology (NC FAST). This position will have significant responsibilities as part of NC FAST development and work closely with Senior Technical Consultants on data conversion design and development issues, and may act in the role of senior technical developer.

 

Duties include but are not limited to:

. Leading requirement gathering sessions . Conducting planning sessions with client for data migration . Developing requirements . Recommend data cleansing strategies . Designing new programs and using existing tools necessary to extract data from source systems, transform data into target structures and load data into a relational database . Develop conversion output analysis strategies.

. Analyzing and modifying existing programs . Debugging programs . Assisting with evaluating data conversion results . Identifying performance issues . Developing alternate solutions to resolve issues by conducting system assessment and performance monitoring in order to identify and correct avoidable conversion problems. Writing specifications and test plans . Conducting testing as required to accomplish the conversion of legacy system data to NC FAST

 

Required:

. High degree of business and technical knowledge, which includes but is not limited to, a minimum of 3 years programming and designing large scale Mainframe based and web based distributed systems.

. DB2 or Oracle Utilities, Oracle Warehouse Builder or SAS ETL, SQL*Loader, PLSQL . Experience with data transfer methodologies between mainframes and distributed server environments in a statewide environment.

 

Preferred:

. Legacy data conversion into a Curam data model.

. Knowledge of MVS Mainframe Systems, COBOL, CICS, IMS
