Agency is seeking the services of one IT consultant to apply strong architectural, networking and application development skills to the analysis, design, development, integration, installation, implementation and support of their existing Sun-based, Windows NT/ 2003/2008-centered network resources. This consultant will resolve problems, which require an intimate knowledge of Sun, Windows and mainframe network technologies as well as a wide range of application expertise such as but not limited to, Windows 2003 and 2008 R2 Servers, Oracle 10g, Access, Foxpro Web, Visual Foxpro, Geomedia, SQL, ADABAS/Natural, and HTML.
Consultant will serve as a CVISN (Commercial Vehicle Information Systems and Networks) Systems Architect, serving the Department of Revenue and Agency who are stakeholders in a federally sponsored program to nationally integrate and unify commercial vehicle registration, permitting, and enforcement functions. Consultant must have a strong background in systems analysis and design, as well as networking engineering and database analysis and design, and application design, and programming proficiency. Legacy mainframe and client-server applications must be identified across Mississippi’s state agencies, and interfaces between the identified systems must be designed and coded. Multiple client-server systems must be designed, created and/or modified to operate over a WAN environment and the internet for the maintenance of CVISN Level 1 compliance for Mississippi. Consultant must have experience with CVIEW (Commercial Vehicle Information Exchange Window) databases and software.

SCOPE OF WORK
Consultant will serve as Agency’s CVISN Systems Architect, to integrate and unify commercial vehicle registration, permitting and enforcement functions. Multiple client-server systems must be designed, created and/or modified to operate over a WAN environment and the internet for the maintenance of CVISN Level 1 compliance for the State.
Consultant will be responsible for maintaining and expanding the functionality of the Agency Automated Receipt System (ARS), a FoxPro for Windows based commercial vehicle violation and permit issuance system that consists of remote and central office application components.
Consultant will be responsible for maintain and expanding the functionality of the Agency Automated Permit System (APS), a FoxPro for Windows based commercial permit issuance system that consists of a central office application that interfaces with a State mainframe- based permit system to upload and download data.
Consultant will be responsible for the maintenance and continued development of existing Agency web applications such as the following:
- Agency Automated Job Posting and Announcement System which automates internal job posting and subscriber notification;
- Agency ExpressPass System which is a fully automated web-enabled e- commerce application initiative for internet commercial vehicle permitting; and
- Agency ExpressPass Fuel Import Notice System which is a fully automated web-enabled e-commerce application initiative for internet commercial vehicle fuel import notice registration.
Consultant will be responsible for analyzing and configuration of approximately 15 intranet and internet-exposed Windows 2003 and 2008R2 servers to assess, develop and maintain system security and application security.
Consultant will be responsible for implementing multi-CPU 8-way analog to digital video capture and dedicated encoding systems as designed for creation and internet distribution of streaming video content.
Consultant will be responsible for implementing, maintain and troubleshooting NetMotion mobility VPN software for persistent VPN connections from cellular based data communications devices to NetMotion Mobility server.

Candidate must provide evidence of identification and employment eligibility.
The individual may be required to travel in the performance of the duties of this position to other Agency locations statewide or, on rare occasions, to travel out of State on an as-needed basis.
The individual must be available to be on-call during non-business hours to troubleshoot and correct problems in current Agency systems identified in the LOC or new systems developed by the Consultant, as they occur.
Proposed individuals may be required to attend an on-site interview with Agency. All costs associated with the on-site interview will be the responsibility of the candidate.
