Description:

The NC Department of Health and Human Services (DHHS) seeks contractor to assist with the design and implementation of NC Families Accessing Services through Technology (NC FAST) using Cúram Software, Inc. products. The selected candidate will have significant delivery responsibilities as part of NC FAST development, and will act as the point of contact on site for development-related questions and issues that arise which cannot be addressed by a technical consultant. In addition the candidate will work closely with Senior Technical Consultants on design and development issues, and may act in the role of senior technical developer and will be responsible for status reporting to the NC FAST Project Manager and for adhering to DHHS policies and procedures.

 

Duties will include but are not limited to:

• Leading requirements development

• Needs assessment

• Joint Application Development (JAD) sessions • Functional design, and life cycle management for the implementation of NC FAST.

 

Areas of focus will include:

• Business and workflow process modeling • Business reengineering using Cúram • Fit-gap of North Carolina requirements to the appropriate Cúram modules, business and functional design, and mentoring of the North Carolina business analysts.

 

Activities will involve:

• Use of COTS Cúram Enterprise Framework Components • Cúram Intelligent Evidence Gathering (IEG2) • Cúram Express Rules for Triage (CERT) • Oracle • Use of XML technology in Cúram • Cúram Evidence Framework • Subversion • WebSphere

 

Knowledge, Skills, and Abilities Requirements:

• Cúram Certified Professional in Cúram V5.2 • Minimum of (3) three years of social enterprise management experience • Cúram Business Analyst experience in the full life cycle of requirements through functional design and testing • Experience in performing detailed fit-gaps of state requirements against the appropriate Cúram modules • Extensive experience in knowledge transfer of Cúram to state employees • Must have proven leadership skills in leading requirements analysis workshops, JAD sessions, and design workshops using Cúram • Experience with Cúram public facing solutions for screening, reception management requirements, and intake requirements and mapping these areas to Cúram solution modules • Experience in designing with both the Cúram Enterprise Framework and Cúram Solution Modules • Experience in problem identification and integration of technical skills to address and solve issues, • Extensive technical knowledge in the following specialized areas of web application system analysis and programming:

      • Java, J2SE, J2EE, IBM Websphere, Eclipse, HTML, Cascading Style Sheets, JavaScript

      • Web Services standards (SOAP and WSDL)

      • Database platforms and tools (XML, XSL and Oracle)
