The Department of Justice (DOJ) is seeking a short term (approx. 12

month) contractor to assist with integrating the NC DOJ’s CAPTURES system with the SBI’s CAMS system. The selected candidate will be responsible for developing SAS solutions required to monitor the collection of incident and arrest data which is part of NC DOJ’s CAPTURES solution. This resource will also be responsible to help build the solution needed to pass data from CAPTURES to the SBI’s CAMS system.

 

Essential Job Functions:

• Share knowledge with permanent NC DOJ staff • Provide guidance and assist in maintaining a high performing SAS environment • Review migration design specifications to ensure consistency and standardization between databases • Review and validate requirements and proposed solution design • Review workflows • Import data for existing entities • Create a crime reporting “dashboard” that will manage data collection and provide quality control • Unit testing of new and modified solutions • Validate data/reports • Defect resolution • Provide SAS technical assistance to DOJ project resources • Create and maintain documentation for the crime reporting solutions • Coordinate with NC DOJ Business Analyst and Developers to automate the process of migrating crime data to the SAS environment.

• Create technical documentation as required • Assist and educate statistical analysts where needed to enable them to generate “ad-hoc” reports • Help educate new SAS Administrators

 

Knowledge and Skills Required:

• SAS Enterprise BI Server

• SAS/STAT

• SAS Access to ODBC or OLEDB (connectivity to Sequel) • SAS Enterprise Guide (thin client point & click GUI-10 users)

 

Education:

• BA / BS computer science or information technology • Extensive knowledge of SAS, SQL and other programming languages

 

Experience:

• Minimum of five (5) years analysis & programming experience with SAS

9.2 and SQL Server 2008 R2

• Experience with requirements analysis, solution design/development, testing, execution, maintenance, documentation, and archival of SAS reports • Strong communication skills and effective team participation

 

Analysis and Solution Definition:

• Ability to quickly come up to speed and understand the project objectives • Proven track record reviewing recommended solutions and identifying strengths and weaknesses and suggesting areas of improvement.

• Experience reviewing and editing requirements, specifications, business processes and recommendations related to proposed solutions.

• Experience developing functional specifications and system design specifications.

 

Technical Recommendation and Testing:

• Experience coordinating testing efforts.

• Ensures issues are identified, tracked, reported on and resolved in a timely manner.

• Works with client personnel to identify required changes.

• Communicates needed changes to development team

• Travel may be required

• Travel expenses incurred will be reimbursed at established state rates.
