Responsibilities

First, the consultant will manage the project’s accounting and finances. In this role, the Financial Manager will lead all efforts associated with cost estimation; budget preparation; funds management; financial reporting; and contract pricing and price negotiation. The consultant will work with the SCDHHS Finance and Administration staff in performing these duties. SCDHHS is also exploring the use of one or more incentive contracts for the project. The Financial Manager will play a key role in determining how incentives are managed.

 

Second, the consultant will serve as the project liaison to the Deputy Director for Finance and Administration. In this role, the consultant will represent the Deputy on the project on a daily basis and act as the "voice of the customer". The liaison will coordinate with agency leadership and subject matter experts to answer business questions, ensure business representation in project activities, interpret requirements, and coordinate meetings. The consultant will also assist in requirements development, as necessary.

 

The project will include outsourced services, and the Financial Manager will frequently interact with vendors selected for these services, as well as State and Federal Government organizations, and other affiliated private sector organizations.

 

Other related duties as assigned.

 

 

Required Skills (in order of Importance):

·         Experience as a financial manager on large IT projects, potentially using multiple funding sources and multiple vendor contracts.

·         Demonstrated ability to work directly with executive management on financial and other matters.

·         Demonstrated ability to work directly with business users.

·         Experience in IT project cost estimation, budgeting, funds management, and financial reporting.

·         Superb written and oral communications skills. Strong proficiency in English is required.

·         Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when necessary.

·         Willingness and ability to effectively engage with people and organizations on a continuous basis.

 

 

Preferred Skills (in order of Importance):

·         Experience in a healthcare claims environment (Medicaid preferred).

·         Experience with SAP FI/CO

·         Experience using incentive contracts, such as those described in Part 16 of the Federal Acquisition Regulations (FAR)

·         Experience with grant funding
