Mandatory Requirements
Note: Candidates not meeting the following mandatory requirements as contained in the mini-RFP will not be considered for further evaluation:
1. An Associate’s Degree or higher
2. Minimum of 2 years experience in N-tiered client/server development
3. Minimum of 2 years experience in Web Services
4. Minimum of 2 years experience in Visual Studio.Net
Desirable Experience Preferred
Good communication and interpersonal skills: Points for this desirable can only be awarded upon completion of an interview. Candidates are expected to verify both mandatory and desirable experience as listed in their resume. Please note that not all candidates will be interviewed. In Person Interview is not required:
1. Two or more years experience with Oracle, writing SQL, SQL stored procedures, and designing table structures.
2. Three or more years experience coding Microsoft VB.NET (Web Services, Web Forms, .Net classes) / ASP.NET web applications; and three years experience using Visual Studio .NET IDE, building and installing .NET web sites. Knowledge of accessibility compliance issues a plus.
3. Three or more years developing/maintaining web applications built with HTML and older ASP/COM architecture.
4. One or more years experience coding to meet web application security protocols. Preferably using LDAP and Netegrity SiteMinder.
5. Three or more years experience analyzing business processes and workflows, and working with non-technical staff to develop system specifications and resolve problems. UML experience a plus.
6. One or more years experience developing projects related to social service programs or financial-based systems (i.e., Food Stamps, Medicaid, HEAP, TANF).
Job Description:
The candidate will be responsible for designing, coding, and testing enhancements to several web applications and for providing ongoing maintenance/troubleshooting of those applications. Tasks include working with non-technical staff to develop business rules and program specifications, producing documentation, and acting as a technical resource for management and other programmers.
Day-to-day tasks include, but are not limited to, the following:
• Work independently to develop .NET web sites start to finish, from business analysis to Production implementation.
• Maintain existing .NET and ASP application sites.
• Upgrade existing sites to insure compliance with security and accessibility requirements.
• Run accessibility and security evaluation programs.
• Document existing sites and processes.
• Script/Automate existing manual functions.
• Standardize directory structure and build process for existing web projects.
• Upgrade sites to latest version of ASP.NET/ Visual Studio.
• Collaborate with other programmers to develop/document/implement coding “best practices.”
• Conduct training sessions for application users.
• Work with non-technical staff to design and develop new web-based functionality.
